Always, I have always thought the Saudis were likely the lead contender to be our core strategic investor, and that negotiations/haggling have been ongoing for some 2 years. However, my hunch is that any delayed announcement is not because the Saudis are waiting for final 'boxes to be ticked' (esp given they likely had AD ports as their port solution) but because they are still haggling over price. But, I think its highly likely other competing strategic investors may indeed have been waiting for 'boxes to be ticked' & those boxes were finding/naming actual, real (not theoretical) providers of port & power solutions to be signed up in MOUs. Once the project was de-risked with those MOU's, the pool of potential strategic investors increases significantly & sets the scene for a de-facto bidding contest. This is why the Nippon Steel JV with Champion Iron is so important - a steel producer is buying into a pre-development project and committing to part financing Stage 1, because they have no alternative.
Here is another telling quote from the Nippon Steel MD who dubs the JV ore deal a "critical strategic advantage". This has been my contention for some time, given the dire state of supply of high quality ore, all potential green steel producers have to obtain high quality iron ore offtake BEFORE they start building all their new v expensive plant & infrastructure. Essentially you cant have a green steel industry without securing a guaranteed source of high quality iron ore.
"Securing the supply of direct reduction quality iron ore is a critical strategic advantage for Nippon as we pursue our transition to reduce emissions in steelmaking. Kami benefits from one of the best resources and is one of the most advanced direct reduction quality iron ore projects globally," Nippon Steel's Managing Executive Office Ryuichi Nagai said."
As a sign of how far behind Zanaga, the Kami project is, it turns out they won't even have a feasibility study until mid 2026;
"The funds will support permitting a definitive feasibility study (DFS) expected by mid-2026, and eventual construction costs."
