Yes, that's why we employed Pinsent Masons etc some will say, myself included. I think it is most likely is that GST still have some work to do to convince the FCA that we are in compliance etc.

The reason why the sandbox trial was perhaps refused IMO, may have been that GST were not quite ready yet to enter the sandbox which is a totally different beast that deals with actual customers etc.
