As you said, there was initially a Data Room and bidding process from July 2018 until March 2019 and then a formal FO which has just been completed. So in essence, interested parties have deliberated over this for more than a year!

There are billions of barrels of oil waiting to be extracted - let's see what the professionals can do in February 2020.
