If passed, the referendum result gives Noboa the constitutional authority and political legitimacy to expedite:

SolGold’s CIPA,

Cascabel’s EIA approval, and

the construction permitting sequence.

The referendum is strategically significant for SolGold.

Expect the CIPA and EIA announcements to follow soon after the referendum passes, when Noboa can legally act on his expedited agenda.

- The Ministry of Energy & Mines and Ministry of Environment will be instructed by presidential decree to treat projects like Cascabel as “priority projects.”

- Noboa could sign the CIPA and approve the EIA via executive resolution rather than full congressional process.

- A 60-day EIA review timeline becomes achievable — this would be legally defensible post-referendum
