Extraordinary Meeting of the Council of Ministers on March 6th, 2026
The Council of Ministers met in the Kay Rala Xanana Gusmão Auditorium at the Ministry of Finance in Dili. After analysing the information presented and considering the need to ensure the continuity of the tender process and avoid delays in the implementation of the Tasi Mane Project, specifically the SSB and the Zumalai–Natarbora Highway, the Council of Ministers decided to take note of the information presented by the Minister of Petroleum and Mineral Resources, regarding the content of the letter from the Embassy of the People's Republic of China, concerning the highest-ranked company for Lot 2.
It also decided to authorise the CNA to commence negotiations with the highest-ranked Chinese company for Lot 2, and to continue to follow up, monitor, and confirm the completion of the Chinese regulatory procedures necessary for the transfer of funds and the execution of projects abroad. END

The Minister of Planning and Strategic Investment presented to the Council of Ministers the 2011-2030 Timor-Leste Strategic Development Plan Progress Monitoring Report, which assesses the degree of implementation of the goals set for the end of 2024.
The report analyses the progress of 199 short- and medium-term goals, distributed across five major sectors (Social Capital, Infrastructure, Economic Development, Institutional Framework, and Macroeconomic Outlook), and identifies advances achieved, persistent structural challenges, and priorities for action for the period up to 2030, with a view to supporting decision-making and strengthening the effectiveness of the Plan's implementation.
Still plenty of China BRI assistance on the other infrastructure but who will stump up for the vital REFINERIES themselves at Natarbora.........GLA
