LNG Plant

LNG Plant and Pipeline are downstream components of the Timor-Leste Liquefied Natural Gas (TLNG) project planned to be built in the south coast as part of the Tasi Mane Project. Several activities were performed during the first and second quarter of 2020 under the supervision of the former Management. A pipeline route preliminary investigation was carried out in-house to provide an insight option on the pipeline diversion route to Natarbora, an alternative project location option in lieu of Beaço. Several documents also were prepared such as Terms Of Reference (TOR) and Request For Quotation (RFQ) for pipeline Pre-FEED & Survey Support, tendering plan and Invitation To Bid (ITB) draft. While at the same time, team had prepared a plant layout study scope of work (SoW) for LNG Plant. The RFQ for the Plant Layout Study was issued to Wood Reading Office (legacy AFW), however it was cancelled soon after by the new Management.

The compelling intention to hold LNG project is mainly laying on several upstream issues that must be settled before continuing the Greater Sunrise Project. The discussion on relevant issues is ongoing between Greater Sunrise Joint Venture companies and both countries (Timor-Leste and Australia). These include Petroleum Mining Code, Production Sharing Contract (PSC), Fiscal Regime, and Upstream development concept.

In that regard, any activities related to the LNG plant including the site location for LNG plant will be on hold and subject to the decision agreement from all relevant parties.

Also still has Natarbora as being an alternate location to Beaco , not an addition, would appear from several Filthylucre posts in recent times, the studies emphasis seems to have shifted to lots of work at Natarbora.

Natarbora would be a great fit for Chuditch long term FFD (for long term developer 25-30 wells) its a nice straight line from Chuditch , North to Natarbora.

Perhaps this is to do with the up to 3300m deep and seismic moving Timor Trench crossing for proposed pipeline, maybe swing West of Sunrise and a less challenging crossing point in the coastal area near Natarbora ?

Natarbora is a 3rd LNG site planned, again Chuditch could production could be utilised, its located on the central South Coast near the Betano Oil refinery and Betano Power Station (converting to gas) , Natarbora is not Beaco/Sunrise, it is a more recent addition to their plans.

Could be that is to cover Betano requirements, while Metinaro in the North Near Capital Dili to feed the two Northern Power stations gas/lng.

So no matter how the doom and gloom merchants want to view it, Chuditch is sat right next to an Island that has plans for not one , not two but THREE GAS/LNG facilities.

Still suspect Andy has a cracking announcement to make, with Chuditch HEAVILY involved in the action, why else would Timor Gap the Government owned and funded NOC, go from sitting on a FREE CARRY 25% , to now farm UP to 40% and start paying their way.........

Could have just sat on their hands and the FREE CARRY, if nothing happening soon. Everything they do is Gov budget funding and loans to be repaid on first decent revenues. Why fork out now, has to be something in the background.

If no pipeline required , a platform to Ship transport to Metinaro would not take long to establish, the Metinaro timeline was PM Rauk when the project started gave an ASAP but looking at 2025/26 for all 3 power stations to be converted and supplied with LNG/GAS.

Imagine that timeline like everything else has also slid, so probably now looking at 2026 earliest, FID was originally by end of 2023, still not been announced, hence the suspicion Horta to China for funding it at the end of the month.

Est cost for the entire P.I.T at Metinaro 3+ Billion dollars, its all fuels not just Gas/LNG and 90-120 days domestic security storage of all, to prevent the problems they had that compounded , covid and storms the following year.

Likewise CH1 area Shell discovery drilled set to increase big time GIIP, drilled a 25m pay section, CH2 to drill 150m deep section. Only going to get bigger and bigger

Shell also put a 100 % COS on any future drills

Timelines all fit nicely, Chuditch to drill late 2024 - Jan 2025, Metinaro to be operational to 3 power stations 2025/26

Early FPSO 1-2 wells ideal fit also.

One of those additional Shell leads then Bandicoot , was pulled in on SNDA's seismic re run partial area and now added to data set as Quokka, still more to follow.

So could our delay be linked to being part of the Islands Domestic GAS Plan, which still awaits FUNDING, that could be coming soon from China BRI Level 2
