Continue engagement in the C5+1 Critical Minerals Dialogue to advance geological exploration, mining, and processing investment opportunities, while promoting the development of value-added production, including downstream industries, to help connect Central Asia’s critical minerals to the global value supply chain.

In November 2025, the U.S. and Central Asian nations, including Tajikistan, held a summit (C5+1) where they agreed to cooperate on critical minerals like rare earth elements (REE), with Tajikistan participating in DEALS related to mineral resources. A report published by Tajikistan’s official Khovar news agency indicated that a US-Tajik business forum held in conjunction with the summit yielded “a number of agreements and memorandums on cooperation in transportation, investment, technology exchange, and other economic sectors.” The report provided no details.
Expression of Intent: Tajikistan's President Emomali Rahmon underscored the country's significant potential in mineral extraction (including rare and strategic resources) and expressed readiness to attract American investment and technology to develop these deposits. He explicitly mentioned his country's rare earth deposits could support the AI data center industry.
Regional Cooperation: The C5+1 nations (Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan) collectively agreed to work within the existing C5+1 Critical Minerals Dialogue framework to expand cooperation on geological exploration, investment opportunities, and supply chains.
