UKOG INTERIM INJUNCTION ORDER DATED 27 NOVEMBER 2018
AND BREACHES OF INJUNCTION COMMITTED ON 10 DECEMBER 2019
On 27 November 2018, UK Oil and Gas PLC obtained interim injunction orders against “Persons
Unknown” to protect its operational sites, primarily its site at Horse Hill, Horley, Surrey. The final hearing
of the claim is scheduled to take place in London between 1 December 2020 and 31 January 2021. The
interim injunction orders remain in place until trial, or further order.
At a recent case management hearing in the High Court it was ordered that the UKOG claimants should
inform the defendants of what relief they intend to seek at the final hearing.
UKOG will be seeking final injunction orders against “Persons Unknown”, as well as certain named
defendants, to restrain: trespass to land; obstructing the entrance to the sites; blocking the public
highway; slow walking; standing in front of vehicles; climbing onto vehicles or trailers or attaching
themselves to the claimants’ equipment. UKOG will not be seeking final injunction orders that relate to
what is, commonly known as, “unlawful means conspiracy”.
The final injunction orders will be limited to what is necessary to protect UKOG’s lawful business and to
prevent unlawful protest and trespass to land. UKOG does and never has sought to prevent lawful,
peaceful protest.
On 10 December 2019, two campaigners from Extinction Rebellion were arrested, having locked
themselves together to block the entrance of the Horse Hill site, in clear breach of the interim injunction
orders in force.
UKOG is considering whether to take formal committal action against these two individuals who have
been named by Surrey Police as Gillian Fletcher, 57, of Clifton Road, Wokingham, and Steve Lowes, 48, of
Goring Road, Staines-upon-Thames. Surrey Police have said that both have been charged with wilful
obstruction of a highway and are due to appear at South West Surrey Magistrates’ Court in Guildford on
31 December.
