What he said was they were focused on the disposal not on seeking to re-consolidate it - effectively he's saying in the event of a peace agreement in Ukraine they are still aiming to sell their stake. He made reference to there being about 12 markets involved - I read that as a former CFO style answer (just my read, could be wrong) in that he was talking about 12 markets having to undertake to consolidate Rosneft in their own financial submissions to BP centre.
So, in the event that it was actually disposed (ie they find an buyer on acceptable terms), and sale proceeds are 'cash' rather than some forms of funky paper, then yes there would be cash disposal proceeds, but I am not holding my breath, and he didn't imply anything imminent nor even active about the disposal process.
