No you can only pay in to one stocks and shares ISA a year, or one stocks and share ISA with one LISA in which case you would get 16k for ISA limit and 4k for LISA.

It doesn't mean that. Buy means it will outperform an index in their view. sell means underperform and neutral means it will track the index performance. Hold would have been the weird one if they upgraded price also.
