While the US is already exerting pressure, international oil companies currently profit more from the unofficial production and sale of the oil than they would if pipeline exports resumed. Both the KDP and PUK significantly benefit from the present arrangement, while Baghdad is cornered into choosing among unfavorable options, leaving it with limited leverage and in a weakened position.
