The Iraqi Ministry of Petroleum is sending a draft of the work of the consulting company to the oil companies in the Kurdistan Region to determine the cost of extracting and transporting oil، and they have two comments on the draft.

According to the information obtained by Rudaw Media Network، the draft was sent to the companies by the Federal Ministry of Petroleum on Tuesday 8 July 2025 and they have been asked to respond to them today.

Oil companies in the Kurdistan Region have agreed with the Ministry of Petroleum that a British company called Wood Mackenzie will determine the cost of oil production and transportation in a way that will be assessed separately for each field.

Oil producers in the Kurdistan Region have commented on two points of the draft and are calling for changes to be made.

An official of one of the oil companies told Rudaw: "One of the points is related to the company's work to review the oil contracts، but the companies consider this to be a revision of their contracts and ask for only the audit of the costs، and this creates problems for their contracts from a legal point of view."

Another observation that the companies have on the draft is that the consulting company fixes the cost of oil production and transportation according to the fields، but the companies reject this because their contracts with the Kurdistan Regional Government are based on participation contracts and this cost changes and increases and decreases according to the price of selling oil.

The company's operations will be in accordance with the amendment to the General Budget Law، which was voted on by the Iraqi parliament on February 17، 2024. According to the amendment، Iraq and the Kurdistan Region have 60 days to agree on the designation of the company، and until the company estimates the cost of oil extraction، the Iraqi government must pay $16 per barrel to the oil companies in the Kurdistan Region.

The sending of the draft of the consulting company's work by the Ministry of Oil coincided with the presence of the Kurdistan Regional Government delegation in Baghdad and negotiations to reach an agreement on the oil file، one of the key elements of these negotiations is the financial duties of the companies and their accumulated debts.
