As usual you go off one with no information and no understanding. There is a hydro plant nearby, it was under used and had excess power capacity. It was promoted as a way to generate revenue for the hydro plant and make money on the Steelmin plant.
You can't enter into long term supply contracts before you have the plant up and running: you need to know that it works, what the throughput is and what the electricity demand is. When these suppliers set up long term deals, they are on a take or pay basis and they check to see if you can pay. Steelmin couldn't enter into long term supply contracts and the spot price went through the roof (look up what spot price means).
