What the CDI agrees as licence terms is different from what RRR/Lacgold publish as future plans. Whether a licence is delinquent is dependent on meeting licence terms and any subsequent discussions with the relevant department of the Govt. RRR/Lacgold publishing Plan A and then having to change it has no effect on the licence terms.

Every licence ever issued to anyone may be delinquent in the future. What happens in BF has nothing to do with CDI. RRR and AB have brought multiple assets into production and secured valuable assets.

The most prominent one being Musonoi and the two other licences stolen and unlawfully sold behind RRR's back by it's joint venture partner. The assets were sold for $20m to Gecamines who then sold them to Glencore a magnitude greater. That deprived RRR of assets worth many hundreds of millions of dollars. RRR was in the process of obtaining the evidence necessary to produce a JORC and had a plan to quickly bring Musonoi into production.

El Limon was brought into production and sold. At the time it was sold the mill could process 50 tpd: it can now process 225 tpd.

Kenya has two JORCs and had a JV partner lined up that was kiboshed by COVID.

And so on.

I fully expect Glencore to be high on the agenda shortly.
