I am neither right or wrong Allguessing but that is direct from NICE web site which we can all check.
Rather than a cut and paste from an email you may or may not have received. I know which I will go with. I may still be wrong. but that page specifically mentions the new route to Nice approval which the hearing lose test is going through and the 5 possible results (none of which are conditional) and the direct funding implications of a positive result. Only you will know for sure if you have an email from nice and the FULL contents I will stick with what I have researched.

" it doesn't change anything in relation to NICE technology appraisals. These still require funding to be made available within 3 months of the publication of the appraisal. This is reflected in the NHS Constitution, which states that patients have the right to drugs and treatments that have been recommended by NICE for use in the NHS, if their doctor believes they are clinically appropriate. There are rare circumstances when the 3 month period is extended."
