There's a significant difference between HGV and multi drop delivery licence.
Multi drop can operate on a standard driving licence unlike HGV (depending on vehicle weight).
So impact is significantly reduced.

HGV issues are significant and may be getting added to special skills immigration list, so hopefully not a long term concern.
Multi drop drivers are recruited daily in all businesses, uptake is wage dependent in most cases.
