Several questions still remain unanswered, other than some straw clutching. No need to answer, as there's no way anyone can know the answers as fact anyway, including me, but just ask yourselves the questions.
Why the extra scheduled 1 day 6 hours for the Leandra between Baltimore and New York?
Check MSC Schedule
Complete cargo ops in Balt then must DEP but berth not avail in NYC so reduce speed
Vessels now must submit emissions figures (CII - Carbon Intensity Index) so redcue speed is good
ABS is Good, D-E not good.
Extra time/slow steaming reduces CII which is good.
Why the extra scheduled time between Norfolk and Baltimore and the manoeuvring at sea off Norfolk for 12 hours?
Norfolk to Baltimore - where to anchor - Chespeake Bay - $$$$ - Space - CArgo Restrictions - Ship Manager Orders???
Go out of Norfolk for a few hours and drift but a few hours become 12.

Why not just weigh anchor off Norfolk?

NYC does not have many suitable anchorages south of this TSS (Traffic SeperationScheme from South>Northbound)
There are many undersea cables, if u slow down n stop u may get an automatic warning msg
from undersea cable owner, cc USCG and Ship Management Co.

Why the large arc taking the vessel 4 hours 44 minutes away from the shipping lane over many days when leaving the English Channel?
Why the random slow down halfway through the arc away, at the furthest distance point from the shipping lane, then arc back to the shipping lane and stick to it?
Predetermind slow down/stop for change fuel and/or anegine inspection/maintenance.
Drift/Slow speed of traffic route and/or clear of Coastguard Surveillance.
MAy also be related to fuel change over; which may require change over of of Lube Oil due
differing fuel characteristics.
Why three tanker vessels visiting the Leandra V in Antwerp?
Many barges only carry one fuel type; or capacity insufficient for total order.
