Likely that CAP -xx action against Ioxus is linked to their previous lull ( we're they the negotiating party of 2/3 years back) and hence the renewed focus on the cylindrical market in Europe. It probably similarly signals that Kongatts is going to focuss on IOT where he has had success and let Ranalli work the motor industry .....
