If there are amendments to their agreement with the Crown then it can delay the paperwork. Any agreement still runs until the new paperwork gets signed so no gap.

You have 12 months grace from the end of the current one to get the relevant paperwork completed before it expires. When the new one gets issued it is backdated so there is no gap.
