My money is on Inpex.

It is no secret that Japan’s INPEX is considering a third liquefaction train at its two-train Ichthys #LNG export project in Australia with start-up anticipated around 2030. However, any expansion will likely require #upstream #acquisitions, as Inpex is already exploring both organic and inorganic routes, to bolster the current 8.9 million tonnes per year (t/y) LNG complex in Darwin.

In an investor presentation in late November, INPEX Corporation highlighted it was evaluating a third train expansion and said it was targeting start-up in the 2030s.

PRESIDENT RAMOS-HORTA AND JAPANESE AMBASSADOR DISCUSS DEVELOPMENT COOPERATION

President J. Ramos-Horta met with Japanese Ambassador to Timor-Leste Tetsuya Kimura today to discuss strengthening development cooperation between the two nations.

The meeting offered Ambassador Kimura the opportunity to brief President Ramos-Horta about bilateral ties ahead of the Prime Minister's visit to Japan in December 2024 for the Japan-ASEAN Special Summit.

There will be release a joint statement after the meeting highlighting these three priority areas of cooperation.:

First, Japan will continue supporting Timor-Leste's efforts to join the Association of Southeast Asian Nations (ASEAN). A new project will soon begin involving the secondment of Timorese government officials to the ASEAN Secretariat in Indonesia, coordinated by the Japan International Cooperation Agency (JAICA).

Second, Japan intends to strengthen development cooperation with Timor-Leste, building on current infrastructure projects and expanding into new areas like maritime security. There are also plans to encourage further Japanese private sector investment in Timor-Leste's gas and oil industries.

The budget, government policy centres around Sunrise development. Continually thwarted by Woodside. Hence overtures to China and the rest. They are being accused of an obsessive one directed policy towards oil and gas. Others demand diversification. If that isn’t a yes, I don’t know what is.

I’ve never understood the criticism aimed at the TL government when it comes to O&G exploration. They’re literally betting the entire house on it much to the disquiet of many in their country. When have they ever said anything but “Yes”.

Autoridade Nacional do Petróleo (ANP) together with SundaGas Banda Unipessosal Lda as operator on Production Sharing Contract (PSC) Area TL-SO-19-16 along with its joint venture partner Timor Gap Chudtich Unipessoal Lda as a one of subsidiaries from Timor-Leste National Oil Company Timor Gap E.P held an interministerial Workshop which was participated by different ministries and institutions such as Autoridade Aduaneira, Serbisu Migrasaun, APORTIL, Diresaun Nasional Quarentena no Bioseguransa, and SEFOPE to share all the necessary information with SundaGas Banda in relation to the regulations as well as requirements along with criteria needed before entering and performing site survey and drilling activity at Chuditch field, which belongs to Timor- Leste jurisdiction.

The main objective of the workshop was to facilitate the operator to understand all the requirement in place in accordance with Timor-Leste applicable law that is necessary before starting the Geotech survey, mobilization of Vessel as well as drilling rig to support the upcoming drilling campaign at the Chuditch field. This workshop would also enable SundaGas to establish a direct contact with these authorities to facilitate and expedite the upcoming Drilling campaign. This Workshop was started at 8am and concluded at 4pm taking place at the Auditorium of Ministry Finance, Dili, Timor-Leste.

The money would surely come from the petroleum fund which has allocated a substantial amount in future Oil and gas operations. Both parties sound very confident. I think this sounds tenuous, foolhardy or maybe much more to be revealed.

This funding dispute between Timor Resources and Timor Gap has now been resolved. It does however demonstrate risks all round.

Steve, I like your thought processes. Keep going. I agree that the MOU could be part of a bigger package. Also conscious of the fact I’m looking for positives, possibly where there are none.

The fact is neither the TL government nor local news agencies have yet to report it. Which is odd. If I was to sum up what Mr Tilman was saying in his comment, it would be, there’s more to this agreement than meets the eye. I think we will find out very soon. The potential here is still mind blowing.

Now, getting back to that MOU.

Interesting comment on LinkedIn from a Mr Agus Tilman -(Timor-Leste tax specialist, sharing contract specialist and former commercial director at APNM). Clearly someone who might know a thing or two.

Is it possible this MOU is part of a wider deal with a third party currently in discussions with Boil? Could this be the green light for a major farmin?

We need that breakthrough. A lot of progress on the ground which hasn’t as yet lifted our share price. Still think it’s a good hold. Certainly an interesting and at times compelling story to follow. A remote faraway “island” whose politics I now know better than most holds the key. Big rewards possible if this comes off.

President Horta has already promulgated the General State Budget 2024 of $1.95 billion.

"After promulgation, the President of the Republic handed it over to the President of the National Parliament, Maria Fernanda Lay," said a press release accessed by Tatoli Agency, on Friday. Relevant News: The National Parliament approves the OJE 2024 proposal in the final vote with 41 in favor.
