Speaking of infrastructure projects, the new port at Tibar is a real game changer. This together with the LNG project at Metinaro (which Passiton has often alluded too), sets things up very nicely for Chuditch. Who needs a pipeline? The pieces are falling into place very nicely for BOIL.

This new port with its international standards and new handling equipment of the latest generation, will enable the country to attract new businesses, participate in the diversification of the country's economy and join the ranks of the great modern ports of the region. Because of its draught and its facilities, the Asean countries will be able to benefit from high quality services, particularly about the Oil & Gas business " said Laurent Palayer, CEO of Timor Port.

Well, some of these website hits can juggle time and place. I can be a little hasty. ANPM travelled to UAE a few months back. Not Qatar. Qatar currently have big expansion plans for their own LNG output. Timor would seek funding for all sorts of infrastructure projects non energy related. You would however think that Greater Sunrise might just be part of any conversation.

The Timor Leste Prime Minister, Kay Rala Xanana Gusmão, makes an official visit to the State of Qatar, from January 20 to 24, at the invitation of Prime Minister, Emir Hamad bin Jassim bin Jabr Al-Thani.
The visit to the emirate in the Middle East will contribute to strengthening the bonds of friendship and bilateral cooperation, as it is expected to sign several agreements on bilateral cooperation.

Then the Prime Minister travels to Germany and Indonesia on a working visit.

The return to Timor-Leste is scheduled for January 30.

East Timor Leste- the last country in ASEAN to appeal as an investment opportunity.

Now after the pandemic I think the opportunity is available in the least known ASEAN (soon to be admitted as a member country I was told) - that of East Timor Leste (better known as Timor Leste).

This small populated country does not have a national airline, any 5–star hotel, untapped gas supply (and oil in the southern sea belonging to them - eg the ‘Sunrise’ blocks). And as I understand it, it lacks banking facilities of its own (eg SWIFT membership) to offer proper trade facilities to would-be investors.

Now I foresee the best is yet to come for this country, with a well known President pushing hard for investment into the country. Where more developed ASEAN countries set too many restrictions, Timor Leste is offering the best less restricted rules for investment into the country.

Badak LNG ( Indonesia) again received a partnership visit from the Timor GAP group, a national oil and gas company located in Timor Leste. The cooperative relationship between Badak LNG and Timor GAP itself has existed since 2015 with the implementation of a training program in the field of refinery operation and maintenance for Timor GAP workers which was then followed by the assignment of a Technical Expert from Badak LNG to support the study of the Timor GAP project in Timor Leste.

Last Monday (3/10/2022), Badak LNG signed a cooperation agreement with Timor GAP in a refinery maintenance service training program. This training program will be carried out for 9 months with a total of 18 prospective workers.

The signing of the collaboration was carried out by Deputy Director, Marketing & Business Development M. Farouk Riza with President Director & CEO Timor GAP Antonio de Sousa witnessed by Acting. COO Badak LNG Rahmat Safruddin and Management of Timor GAP and a delegation from Timor Leste with President Director & CEO of Timor GAP Antonio de Sousa.

Previously, Badak LNG and Timor GAP had collaborated through providing on the job training to prepare for the construction of an LNG plant with a start-up target in 2022. So following up on the previous memorandum of understanding, Badak LNG and Timor GAP agreed to continue cooperation, especially in the field of training and technical assistance services.

A visit a month ago from Timor Gap to Australian port re LNG construction. Has a green light been switched on?

New South Wales Ports' head of infrastructure Peter Engelen recently welcomed a delegation from Timor-Leste, representing TIMOR GAP, E.P. to learn about Port Kembla, it's inner harbour infrastructure and operations and the nation's first LNG import terminal by Squadron Energy that's currently under construction in the precinct.
NSW Ports was very happy to host the group at our illawarra #trade gateway that contributes billions of dollars to the state's #economy each year and supports about 10,000 jobs.

Not so sure about Japan after reading this.

“The comments raise uncertainty about the future appetite of major Japanese LNG buyers as equity partners in Australian LNG ventures, where they have been important players since the first exports from Australia to Japan. Japan vies with China as the biggest importer of LNG from Australia but has committed to reach net zero emissions by 2050, putting pressure on the trade”.

Some debate over whether Timor-Leste and China will be holding sideline talks in Brazil at the new President's inauguration soon. Both CPLP members (Portuguese language speaking countries - China's a member because of Portuguese speaking Macao, but interestingly withdrew Hong Kong from the Commonwealth in 1997) have reportedly been in discussions over what might become a warmly welcomed Chinese investment into the huge south coast Tasi Mane deepwater port (think similar Chinese influence over Gwadir/Gwadar Port in ****stan) infrastructure project, including development of the $50 billion Greater Sunrise oil and gas field. Whatever happens both TL and PNG are playing the China card right now and Australia, it seems, is the rabbit caught in the headlights.

Meanwhile, China could be one of the interested countries for #investing in the LNG development projects in East Timor as Chinese companies have been a big player in #infrastructure investments in the country (e.g. South Coast Highway and Tibar Port).
The government intends to secure capitalinvestment particularly from China for its proposed mega oil and gas processing infrastructure projects at Tasi Mane.

South Korean shipbuilder Samsung Heavy Industries (SHI) has received orders for the construction of five liquefied natural gas (LNG) carriers.
On 23 November, the South Korean shipbuilder signed a shipbuilding contract with an undisclosed shipowner in Oceania.
The order is valued at KRW 1.46 trillion ($1.08 billion), SHI revealed in its stock exchange filing.
Under the terms of the deal, the LNG carriers are scheduled to be delivered by the end of June 2027.
