I guess what you have to ask yourself do you see any government, particularly this government and this PM making that call? They had decades to do it and haven't, not even allowed to put a wind turbine up in England let alone the infrastructure to connect it. All guff to me, the real answer is in a UK ring main to take the power from where it's now or will be produced to end user and funnily enough there are several sites across the UK that used to either produce huge amounts of power or use it that are sat right on the coast, Sellafield, Wilfa, Steel works etc, onshore infrastructure is there, would also open up other areas, mid Wales, west coast of Scotland. That ring main wouldn't be contentious but would need huge investment and maritime support companies, hello!
