Ecuador doesn't need to impose the mining fees if the objective is to prevent companies holding concessions and allowing grass to grow. Instead, a simple use it or lose it clause to cover a period of 3 years should suffice. Of course, they would need to have the cadastre open to handle the administration of the whole thing. They are just inexperienced in mining regulations. It would be better for them to focus on issuing permits at a faster rate; stop allowing the indigenous people messing things up at the local level where the decisions should be made by the federal government, not them. Basically, they need to get their mining house in order before trying their cash grab ploy.
