Here's the thing, HUR isnt alone in this. Lockdowns and the dire market conditions of 2020 will have crimped development and maintenance budgets. Biden isnt going to make big oil comfortable in the US either, and neither are ESG focused banks. The UAE and Saudis aren't going to let US shale flood the market.
