government contracts.

Kiers etc all bid on low margins, a couple of % maybe. So on the face of it not the greatest earners for companies. However, ALL govenrmment contracts massively overrun their budgets, sometimes by huge %'s, everytime.
So where does all this extra money go, if not to the contractors like Kiers?
Any ideas anyone.
