On the contrary. You most certainly can live in the UK without a car. In fact, in some areas of the country it is a positive burden having a car! My son lives in London and does not own a car nor is it on his agenda to buy one. He goes everywhere on public transport or on foot. Whenever I go into London I always use public transport or walk. In fact, I rarely use the tube as I find anywhere in central London is easily walkable in under an hour.
I believe what you are saying is that outside of the cities you cannot live in the UK without a car. Whilst I would suggest that you probably could, convenience, ease and comfort would suggest that a car was highly desirable in those circumstances.
