I would guess the raise can be done before approval, they just need to offer all existing share before new..So they do the placing, followed by an open offer for us...That way the majority will likely vote in favour.. Nobles raise, 2nd tranche required voting at GM..?

A very small purchase compared to the amount the holder held, a fantastic recoup in overall value..
