There is a huge amount of money flooding into RR shares today. This means a huge amount of money with £10.80 as the starting price, expecting the value of their shares to grow.

Consider this before you sell yours.

It looks great. The share price response will be based on whether they expected more. Just like BAE yesterday.

Yes it is being considered for cash ISA only right now.

The issue is that most of the population save money in cash ISA's rather than a stock and share ISA.

By reducing the amount to £4k it will encourage people to invest in a stock and share ISA, thereby pumping money into investments.

The problem is that it won't necessarily go to the UK.

It sounds like they scrapped the UK ISA £5k allowance idea so I'm not really sure it will achieve much.
