Try to follow the plot everyone... It is not a fee for signing the license, it is CGT due to the government for the transfer of the license. Payment is therefore transactional. If the license isn't transferred, the payment is not due. To go ahead and "just get it paid" would be pointless and remove an incentive for the government to sign.
