We are not talking everyday population here. This theft goes through all walks, Teachers, Judges, Lawyers, Police force, you name it, many are at it. It's a conversation I had with a Cyan employee years ago, this will not have an easy solution. JC is correct, the theft is massive and needs addressing. CC, or anyone else's offer, will be a very, very small part in achieving that goal. This is a deep rooted mindset that needs reversing, it needs steering a very long way from any Indian Gov. hand. EESL/Intellismart have been set up to manage it, I fear they are not detached enough, and current work rate is proving I am right. It's way beyond round table nonsense. If they are serious, firm end dates and very real financial penalties have to be applied now. Whatever standing government has the will to attempt it, will not be serving next term. All my opinion, and so far it has proved there is no appetite for change.
