The report simply failed to clarify that UPL will have a PSC initially over the entire block or a part of it. Whilst some other parts will eventually be offered out, perhaps still with UPL as partner/operator. For example blocks within the block offered for JV.

This makes sense as it helps to quickly develop the acreage with various companies working on it
