My expectation for the massive dilution is after the expected asset sale in order to fund E2.
In my opinion the BOD will extract the maximum dividend whilst retaining sufficient capital to attract the foreign investors into the new venture, the BOD are not getting any younger and the hydrogen project will not be fully developed for several years.
Will still be a good long term investment especially after taking a substantial dividend.

Do not forget the massive dilution for Eurasia v2.0 following the expected investment from the Japenese, Chinese and Russian investors.
I would have thought that the BOD will extract as much as possible from the asset sale to realise their capital and then bring in substantial investment for E2 going forward.
it is a win, win situation.

Just to add a little to the mix
The 75% of assets calculation will be determined by the BOD as to what valuation they place on certain assets, I am sure that if they want to pay out a large dividend, as they are the largest shareholders, with the assets being in Russia with the current political and potential conflict situation, then the values placed on the various mining areas/JV's will be aligned with their desire to move their wealth to a place of safety, ie outside of Russian control.
Just my thoughts
