Firstly as Ozango will be by far the biggest shareholder in Pensana, Angola would only make marginal gains, secondly it sounds as if Japan has already put it's hand up for the first few years of product, so the US will have to wait till LJ production has been increased. Lastly Saltend was chosen in the first place because of its access to H2, wind turbine recycling and its Tax free status. Design, Planning and approvals are already completed, and construction is being timed to coincide with the first product from LJ being available.

So while the US may now be desperate to secure supply of refined product directly, it will be at least four years before they can. Unless of course they want to queue jump by gazumping the Japanese.
