For what it's worth, as part of EPO application process, PREM had to provide credible plans. From what news we have (thinking about those articles), Zim apparently content with those plans. PREM however have options open to them as to who exactly they work with post-EPO (this is what I understand/ believe). Zim apparently aware and understanding of this 'open options' situation. If this is correct, then there must be a number of interested parties (we can guess at who these might be i.e. Dattels, Chinese, Rio Tinto etc.)
What I found interesting was the below link, outlining the EPO process and the range if stages in the application. Particularly:

This tells us that very quickly, PREM have got to be making demonstrable progress. So, while there are options on the table, decisions have to be taken in quick succession in order to have that tangible progress at the 6 months stage. However, helpfully, the options open to PREM will allow the company to choose the best possible pathway, thinking about the strength of the offer and value to PREM and the project.
I would also add, there will be a lot of BIG Players interested. They won't want others getting a foothold with Zulu post EPO. Very interesting times...
