B I think you are missing the point a broker note is supposed to be honest and in the genuine opinion of the analyst the broker employs to produce the note, not a rampfest for the share, which I admit most are and that is why no one takes any notice of them usually!.
Any other day no one would have cared what Mr Rose thought or wrote, but it was after a pointless RNS which basically informed us of a further delay.
AP would have no idea what Peter Rose (PR) was about to issue and in reality it is no big deal it is PR's opinion and as he knows less about the actual licence process than AP I will go more with AP's opinion (though I understand why PR gave a date of September due to the legal term being 30 days).
So to sum up the brokers job is not to ramp their clients shares (especially as no placing needed :-)), no one gives a toss about brokers notes usually and this was just bad timing due to the endless procrastination by the RomGov and the useless RNS issued on Monday and bottle less PI's.
As you say the note contradicts AP's podcasts of last week - AP has certainly not approved the broker note I doubt he saw it until published, it is PR's opinion not AP's and a storm in a tea cup.
Strong buy - it is coming soon IMO and Andrew's but not Peter Rose's?.
