Once in power, Starmer will initially do really well to bring in a landlord licence system. Say £200 per bedroom per annum, then cease all housing benefit and heavily fine any landlord who charges above £15 per bedroom per week. So a 3 bedroom house has a maximum rent of £45 per week, or the £5000 landlord fine. Non payment of said fine within 28 days is an automatic 6 month prison sentence, the fine is still paid by property repossession. Being fair, the landlord will then lose their landlord licence and will have to forfeit his property to the tenant (if tenant is working) or the government (if tenant is not working) Outstanding mortgage will be nullified and the bank fully loses out.
