Companies do some times look at ways of improving there chances of obtaining certain contracts, look at any major building contracts, some times its money sometime other forms of enhancements .. its not a new and will continue to happen.
I used to work for a large firm in the 90s who had a "slush fund" used for all types of unforeseen payments.
As said below this should not effect the share price greatly, concer should be with the general global mess we're in. I just hope that the next financial report helps to stabilise things a little but I guss were not going to see the 2.20s any time soon now ... with possibly still further drops
The problem with big companies with high staffing levels is you always get some that get away with doing nothing, iv seen it before and iv seen it with RR.
SO if your a valid consequence, don't take the pi@@ working member of staff, you have no problems.

From my experience unininaninimity (to long) there has been people on so called discipline report / watch most of there "working" time at RR and should have been removed a long time ago .. but any sign of pressure and their off sick ... without a dought RR have areas that need looking at.
However they will not get rid of personal that are a valid "working" members of a very skilled work force, regardless of age, ( someone suggested age related reduction !! )
RR salaries are very competitive and should not keep people that do not contribute or work shy.
What I do not agree with though is getting rid of permanent staff just to replace them with contract staff.
