Lynthip - I have to pick you up on your post regarding the wording of the RNS it is not as you suggest as you used in defence "All it does say is that the exclusitivity contract has ended" The exact wording of the RNS is :-
it will not further extend the exclusive nature of negotiations beyond 31 August 2018. - Which is not the same as ceased negotiations altogether.
If we think about the original RNS and the wording there "the Company and the Counterparty will now work exclusively together for at least the next three months."
The counterparty will work exclusively with BPC for at least three months - That is all it says - they will work without any other parties for 3 months.
The RNS regarding the cessation of exclusivity means just that.
Why oh why are people reading between the lines. The latest RNS regarding the interim also clarifies this further:-
"Received non-refundable cash payments totalling $1 million in respect of a 4-month period of exclusivity (May - August 2018) with a major international oil company."
Nowhere other than a blog of a known dislike of Simon Potter does it say the major walked.
We are at a stage where Bahamas Petroleum in conjunction with its adviser Macquarie Bank, has broader, asset-based discussions with third parties, in addition to those non-asset based financing discussions already ongoing for the funding of its first exploration well.
As for the Environmental Authorisation the latest RNS confirms "Lodged application for Environmental Authorisation with the Government of The Bahamas, representing the necessary first step in commencing offshore field activity."
That is all that was required - there were a number of days post submission that were to available to answer any queries though those were not forthcoming. It is as lots of people have already stated - a live document requiring the final decisions regarding the actual drill timetable and process - this means I believe, that the company are compliant with the licence provisions. The RNS further explains:-
"On 26 April 2018 the Company filed its application for Environmental Authorisation ("EA") as required by the Petroleum (Offshore Environmental Protection and Pollution Control) Regulations 2016 (the "Regulations"). Under these newly implemented regulations, an application for EA represents the first step in commencing field activities and therefore the submission of the application by BPC represents an important milestone in the project and its development, with the next key milestone being the execution of an exploration well before the end of the current licence term. The Company is presently in ongoing discussion with the Government in relation to the process by which the application will be progressed in a timely manner. "
