PMO currently have 60% w.i. and are the nominated notification Lessee, but largest w.i. interest does not in itself necessarily mean notification Lessee status, we have plenty of leases where Bex is the NL but we have the larger w.i. %.

Ultimately no sure how the PMO deal was structured so all academic.

PMO have only said they are exiting " Area A" not Alaska! perhaps they did mean the latter and in the context of current POO, Covid-19 and "shorting" position who could blame them, perhaps even a light oil discovery may still not been enough given current difficulties and how they view forward financial issues.
Believe Robbie Allen who was probably the prime man behind the move into Alaska is stepping aside shortly, perhaps Alaska just does not fit in with PMO's forward vision now.
On the subject of leases PMO are the notifiable name on the leases with 60% working interest in Area A reference to the Alaska recorders office may give further details as to the agreement.
