Not sure it will matters. For a short to close, they have to buy the stock, which itself could move the SP up, resulting in other shorts closing. Hence the term "shorts squeeze".
I think we need a bit more colour on that.
Is it a regular conversation he's having with them? How many meetings has he had? What information have they asked for and does he have an idea how close they are to making a decision?
I really want to know how hard he has tried starting a dialogue with ARSO.
