Yes and it's now up to 16.6% which is a disaster, and it's an arithmetic mean crowcast so small countries with a high number dont skew the mean. Whatever the cause it's a problem that it's needlessly twice the level of the USA (8.9%) and 66% higher than in the UK. The narrative that the EU is for youth doesn't stand up to any scrutiny.
