This is one of many reasons that the EU, Geomet, CEZ and EMH need to get a move on and get the Li out of the ground as early as practically possible (cut-out red tape politics).
EU battery factories may not be necessary if Chinese deliver assembled EV products from China into EU - though I think that mined Li will still be required for many globalised markets.
If Chinese get a foot hold in EU then they will build the EV factories - not our current EU companies. IMO
