That's the beauty of the rental agreement - it's not about the electrolyte it's about the vanadium content.
I could be very wrong here, and I'm sure someone like Alfacomp would be happy to correct me, but this is how I read it.
Sales of Vanadium Units to electrolyte manufacturers right now are simply that, an invoiced one time sale. However, with a rental agreement the sale will go through a third party rental company. See Page 38 in this pdf.

BMN will sell the Vanadium to a Special Purpose Vanadium Lease Co (? who, we don't know yet) and they will get financial backing to support the Lease Agreement. So BMN will still get paid for the Vanadium Units.
So as I see it, BMN won't be out of pocket/carrying the Lease paperwork and this allows them to continue to make vanadium sales to the international electrolyte/vrfb market without having to draw on their own electrolyte.
