It’s a budgetary purchase order that gives the government maximum flexibility in procurement to support their Covid effort. Very sensible and just, given the mess they found themselves in with PPE gate. The PO value may never get close to full commitment.

The contract win itself is not too exciting, as the list of winners is huge. Includes less than credible Excalibur, I recall?

The interesting part is declaring AffiDX available for distribution via this framework. My guess is that PD validation is not required via this procurement route. Has anyone any confirmation validation is required?
