He said the plan would allow oil fields in southern Colombia to export their crude.
“For a second phase, if we want to transport higher volumes, we’d need to build a pipeline.”
Mendizabal said that no decision has been taken on the second phase, but that it would require an investment of up to $300 million to build a pipeline with a capacity of around 150,000 bpd to link Colombia’s southern fields to the OCP.
He declined to name the companies interested in using OCP to transport their crude, but said there are five or six producers in Colombia that have shown an interest and that they are all associated with Colombia’s state oil company Ecopetrol.

So Ecu output already bottlenecked, why would they let marginal Col crude crash the system, and rob them of an output window, let alone the 50kbpd capacity of the OBA. The Chiritza pump is at the collar convergence of manyEcu pipeline spurs, that's why it is located so far into the Ecu pipeline system, includes the VHR pipeline, Cuaybeno, Libertador and Chanangue minimum, so the enlarged capacity benefits the Ecuador in house producers and we get only 4kbpd as a membership fee for acceptance into the ecu group by increasing their capacity probably 5 fold. Quito, 21 November (Argus) — The shareholders of Ecuador's 450,000 b/d heavy crude OCP pipeline are considering handing over the transportation asset to the state before the company's operating contract expires in 2023 as a result of a tax dispute.
The handover will take place if Ecuador´s high court, the national court of justice (CNJ), rules against OCP in a dispute with Ecuador's tax authority, oil industry executives and a government official told Argus.
In 2003, Ecuador granted OCP a 20-year operating contract under which the company agreed to return the under-utilized pipeline to the state in 20 years. But a senior industry executive told Argus the partners may relinquish the line before the expiry as a way to resolve the tax issue.
OCP is controlled by China's state-owned CNPC/Sinopec unit PetroOriental (36.26pc), Spain's Repsol (29.66pc), US independent Occidental (14.14pc), Brazil's state-controlled Petrobras (11.42pc), Italy's ENI subsidiary Agip (4.49pc) and France's Perenco (4.02pc).
The 485km (301mi) pipeline was built to accommodate plans for rising production in Lago Agrio in the Amazon oil district and transport it to Pacific coast port of Balao.
But most of these plans never materialized and some of OCP's shareholders are no longer operating in Ecuador. Occidental left in 2006 after the government revoked its contract for block 15, the same year in which Ecuador seized Perenco's blocks 7 and 21. Petrobras opted to leave Ecuador in November 2010 after it failed to reach an agreement with Quito to replace its production-sharing agreement for block 18 with a fee-based contract.
State-owned PetroEcuador would take over the line if it were relinquished prematurely, a senior company official told Argus. "At this point the pipeline has become a financial burden for its owners, especially considering the pending tax controversies," he said.
The scenario is "highly beneficial to PetroEcuador" because operating OCP would allow the firm "to have more flexibility to manage the country's oil flow," he said.
PetroEcuador currently owns the 360,000 b/d SOTE pipeline which transports Oriente crude while OCP transports the heavier Napo grade.

The medium or light crude oil is received by OCP by means of tanker trucks at the Amazonas Station (Lago Agrio), where it is then stored in tanks specifically designed for this crude oil. Once an approximate volume of 300,000 barrels is reached, the crude oil is transported to Esmeraldas in a segregated manner (not mixed) to be exported by means of tanker ships. The OCP began operating in 2003 and was designed to transport heavy crude oil (API 18). Given the interest shown by several producers in Colombia, since 2013, OCP Ecuador has been transporting crude from the south of Colombia, specifically from the Putumayo Department, where oilfields produce crude oils of several gravities (API 18- 31).After almost 14 years transporting only heavy crude oils, the “Segregation Project” consists of transporting medium (or light) crude oils separately from heavy crude oils. According to this system, OCP Ecuador is now capable of receiving, transporting and dispatching another type of crude oil for producers in Colombia and Ecuador.
