It actually happens a lot, we have cruised a lot with Celebrity where it go so bad for brits trying to book that they had to come up with a promotion to appease us in the form of buying future onboard credit at a big discount.
Also try looking on the cruise forums as they often come on saying they've decided which cruise they are going on a d which ones they've ditched.
Another way they gain over us is, if the cruise price drops what they pay drops if they phone up to get it dropped, the same applies to hotel rooms booked direct, find it cheaper and they will match it, that one definitely works from experience.

I'm afraid that's how it works in the good old US of A, totally different to here in blighty. Terms and conditions are totally different that's why lots of cabins come back up for sale after final payment date.

It is good news regarding booking figures over the pond, but one fact you have to take into consideration is the way Americans book cruises. They will often book several cruises for the same dates tying up cabins and then releasing the ones they don't want at final payment date at no cost to them.
