Doesn't need to be institutions. Plenty of investors sitting on sizeable pots of cash will be looking for winners during the crisis and into a potential downturn. Suitable pharma and Edtech are on radars.
Ultimately Dev needs investors who will remain sticky regardless of the investment size.
At the moment tiddlers are selling and being replaced by larger buyers.
