Boris being held to ransom by Joe because of Boris's previous relationship with 'The Donald' perhaps, or leaning on Boris to do more about Ireland and EU borders. Perhaps I'm being paranoid but others have posted stats re Covid infection and inoculation that attest to there being no reason for the halt on travel between the two countries. Stay well, AJ
