There is an abundance of Cement in Tanzania, but Cement requires a lot of coal product. Unsurprisingly Dengote Industries have the nearest plant to the Stiegler's Gorge Dam site, but we know the problems Africas richest man has had with the TGov in his protest (temporarily closing plants/ceasing production of cement) over cheaper fuel prices to manufacture cement. He's even being given a Coalfield,...that is apparently yet to be mined!?.....

I think from memory re the Stiegler's Gorge Dam that there was mention of a couple of years JUST to refill the Rufiji River after completion....
