I'd say it's the other way around; volume drives price. Lots of willing buyers, few willing sellers -> raise the price. And vice versa.
Sometimes a flat price is in their interest. If a large potential investor puts in a limit order at 8p, say, the price will tend to that level. Large volumes might cause an MM to move their quotes up a notch, but if that then exceeds the limit order, demand drops right off until they bring their offer back to 8p. This is only really a "thing" in small relatively illiquid shares of course, where one committed buyer (or seller) can almost monopolise the demand curve.
It's just very amusing when people start trotting out the old tropes like "they're holding it back!", "if they'd only let it go" etc etc. If a price is staying still it's because that's where the equilibrium point is between buyers and sellers, which maximises volume. Simple really, no need for conspiracy theories.
